This is a brand new Smiths Chronometric chrome plated instrument bezel, screw-on Plain type. Used on many British bikes in 1940s, 1950s and early 1960s that was normally used for free standing clocks that were not set into a panel or nacelle.

fron top of the Bezel diameter is 69.25mm. Bezel inside diameter where thread is  about 79.25mm.
